Video decoder licenses

The optional local compatibility converter uses the unmodified single-thread @ffmpeg/core 0.12.10 WebAssembly distribution (FFmpeg 5.1.4) and @ffmpeg/ffmpeg 0.12.15. It runs in a separate worker. The core is split into static download parts and reassembled without modifying its bytes.
